Overview
The HSA Eligibility Calculator compares an entered plan deductible and out-of-pocket maximum with the annual federal high-deductible health plan thresholds for self-only or family coverage.
Despite the calculator title, the result is only an HDHP numeric threshold check. It does not determine whether a person is eligible to contribute to a health savings account or whether every feature of a plan satisfies HDHP rules.
Scope and Use
Use the result to screen the two entered plan values for the selected calendar year and coverage category. Both comparisons are inclusive: the deductible must be at least the governed minimum and the out-of-pocket maximum must be no more than the governed maximum.
Outside this model
- Personal HSA eligibility, including Medicare enrollment, dependent status, and disqualifying other coverage.
- Every HDHP plan-design rule, including embedded deductibles, pre-deductible benefits, preventive-care rules, and statutory safe harbors.
- HSA contribution limits, catch-up contributions, partial-year eligibility, the last-month rule, distributions, or tax reporting.

Methodology
D and O are the entered plan amounts. Dmin and Omax are selected by calendar year and self-only or family coverage from governed IRS data.
When both comparisons pass, the output is “Qualifies as an HDHP.” If either comparison fails, the output is “Does not qualify as an HDHP.” The calculation does not use contribution limits stored in the broader HSA dataset.
Assumptions and Limitations
Model assumptions
- The selected year and coverage category match the plan period and plan tier.
- The entered deductible and out-of-pocket maximum are the applicable in-network plan values.
- Premiums are excluded from the out-of-pocket maximum.
- The governed annual thresholds are the correct comparison values.
Limitations
- A passing result is necessary but not sufficient for personal HSA contribution eligibility.
- A plan can require additional review even when both numeric values pass.
- The calculator does not evaluate midyear changes or month-by-month eligibility.
- Users should confirm plan terms and current rules with appropriate plan and tax professionals.
